不要跟我说中国空降兵没有这种能力。两次和俄罗斯的实兵军演，重型装备机降虽然比老大哥糙了点，但没人说是在吊钢丝演戏。如果说中国只有那参演部队几架飞机几百人能干这活，中国空降兵这老虎是不是纸得过分了一点？就算说一个军，一个空降军，都能干这活是吹牛，难道一个旅，一个团，不能12小时内在境内任意地点投放吗？难道说，是救灾任务不够调用这种精兵的级别吗？
你不要跟我说，12小时内空降装甲运兵车或者大炮没问题，但是空降推土机，吊车就有问题。空降军是没这家伙事。可是中国各大城市有这家伙事的各种筑路建设公司海了去了。临时征用，空中吊运，没有18个小时不能进入灾区的道理。
你不要跟我说天气恶劣。如果中国空降军组建这么多年，还是没有全天候机降能力，那打起仗来赶上下大雨我们是不是就要认输投降？
你不要跟我说夜间。GPS,照明弹，地形雷达，单人机降组建战区区域无线定位网，这些都是公开的标准现代军事技术。如果中国军队还是样样不能，那何谈保家卫国？
你不要跟我说保护军事机密。十几万人，几十万人，几十万父老乡亲的生命，可以为了保护并不先进的军事技术牺牲吗？反而，这种做法，给足了中国人民敌人口实，要么就是暴露了中国军队的技术低能。
这些话尖刻了些，我也不指望商业化的铁血能给我通过楼主审核。就放在这里，给大家提个醒。

没有立即启动一级响应，是准备不足还是心存侥幸？六个半小时的耽搁，温总理说早一秒就可以多救一条人命。六个小时35分钟，这23700条人命是不是去得太冤？

天气预报之所以准，是因为数据全面。全世界各国十余颗气象卫星不间断观测，高密度地面台站联网采集数据，世界上最好的计算机实时模拟分析。
另外，天气预报只要人口密集地区预报准确就足够了。
但是，地震预报，并不存在如气象台般密集的岩层应力测试点，也没有遍布人迹罕至地带的自动激光位移计。而且，关键应力数据必须用深入千米地下岩层中的探测器测量。
投资更大，技术难度更高，但是伤及人命的地震概率又特小，所以乐得忽视，赌概率。一年一点五亿的建网费，挠痒痒。
希望这次之后，真能亡羊补牢，扎实建立地质监测网点，投资发展运算模型。为32年后打算。

地震预报是否可以公布，并不在于社会恐慌，而在于社会准备程度。
如果所在地区房屋结构足够抗震，如果政府能够根据可疑地质状况组织室外活动，如果预先以演习为名部署清障救援部队，伤亡会小很多，灾区重建会容易很多。
但是，一切的一切，32年前没有做到，今天仍旧没有做到。
社会准备程度不足，人民的生命就轻于鸿毛吗？
