中国钉子户真的是问题吗？
其实拆迁的问题根源在于地产使用税问题。
中国法律规定地产国家所有。任何人只能获得有限期使用权。
国家现有的办法是出售这个使用权。而到要征地的时候，使用权拥有者试图依据现价获利，而国家仅仅愿意根据原价补偿。因此产生矛盾。
其实，土地使用权根本不应出售，而是出租。多年租金不是一次付清，而是每年按实际地价征收。
这样，如果你拥有老房子。原来的年地产税低。一旦地段开发，地产税飙升。您交不起税自然Foreclosure被驱逐走人。交得起，您就耗着。地产税加上违反Zoning的罚款。乐意烧钱的大款钉子户，也算给财政收入做贡献的一道风景线。
美国有很多东西，用在中国会更有效。可惜中共不识货。
